UNION TEST

Europe dominated the World´s history for centuries. Although western civilization´s roots are set in Greek and Roman cultures, it was Europe - as a continent - that defined its development. Based for many centuries on the one-head ruler principle, their various cultures spread all around the world, claimed lands here and there and stood for a long while on the figure of an all mighty centralized power and the riches made from and around their colonies. Travelers, researches, inventors and very creative, the Europeans joined their wits with the colonies resources to give birth to the industrial revolution that launched modern times, powerful technologies that changed Humanity´s way of life.

Then, the one-head ruler system met its end, self-rule imposed itself in every country in the planet and Europe - as a continent - had to adjust their ways. History has the facts: worldwide, those countries that managed to keep its physical integrity did well: China, Russia, Brazil and the United States where fifty different regions were pulled together into a single thriving powerful nation. Regardless of the form of government it seems that, for every one, a simple truth makes the miracle: better together. Europe understood it and began the daring, difficult project of their Union. Obstacles they had and have, many. Their ancient system derived in a multitude of countries inhabited by cultures divers and differentiated by customs and language, a puzzle. Nevertheless, they persisted with the project and moved into the first stage of their Union. As history has it, the pride that made them great in the past becomes today a difficulty for each land holds tight to its identity and pride. An obstacle, because the Union fabric will find hard to tight up into a single tissue just by reorganizing economic ties, the currency or the production flow, variables that in the present changing world are the first to show fragility.

The EU second stage´s glue is a shift of mind within and without. The challenge for Europe is not so much to set right their economic board, but also to get all its inhabitants to see themselves as one-people just as the one-land they are. As far as the differentiations of the past persist the union will be weak. More that one economy, Europe - surrounded by present and emerging powers- needs a European mind, all belonging to the same task and direction. Europe Union second stages also imply looking abroad with new eyes. The continent´s future lies not in their ability to handle the economic and financial game which rules are already on the move, and keep their production in all fields strong, but also in their capacity to use their love of knowledge, their outstanding determination, creativity, wits for invention and understanding to build their surroundings. Contrary to the past when other lands fed them with riches, today their way forwards into the future depends on the prosperity of the neighbor lands. As glorious as their individual paths were, Europe needs to take pride and honor from it, leave their individual past behind - behind it is - in order to build in the present a one-European-people, learned and strong, determined and committed, able to face a changing world in a trying time. Just as pride or arrogance would set its doom, an open bright mind will take them far. Only a strong unified European mind and heart will make a solid Union to pass the test of time. Europa dominó la historia del mundo durante siglos. Si bien es cierto que la raíces de la civilización Occidental se encuentran en Grecia y Roma, fue Europa – como continente – la que definió su desarrollo. Dirigida durante muchos siglos por el concepto de una cabeza gobernante, sus variadas culturas se esparcieron por todo el mundo, conquistaron tierras aquí y allá, y vivieron durante un largo período bajo el liderazgo de un todo poderoso poder centralizado y de las riquezas de sus colonias. Viajeros, investigadores, inventores y muy creativos, los Europeos unieron sus talentos a los recursos obtenidos de las colonias para dar a luz la revolución industrial, umbral de los tiempos modernos, y tecnologías que cambiaron la forma de vida de la Humanidad.

Pero entonces, el sistema de un gobernante único encontró su fin, el autogobierno se impuso en todos los países del planeta, y Europa como continente se vio obligada a ajustar su forma de vida fuertemente enraizada al principio de una autoridad única. La historia ofrece hechos: aquellos países que consiguieron mantener su integridad territorial surgieron exitosamente. China, Rusia, Brasil y los Estados Unidos en donde sus dirigentes lograron reunir 50 regiones diferentes en una nación pujante. Independientemente de la forma de gobierno, parece ser que una simple verdad hace milagros: mejor juntos. Europa lo entendió e inició el arduo proyecto de la Unión. Obstáculos tuvieron y tienen muchos. Su tradicional sistema de gobierno derivó en una multitud de naciones habitadas por culturas diversas y diferenciadas por su lengua y sus costumbres. Un rompecabezas. Pese a ello, continuaron en su empeño y el prime paso de la Unión se dio. La historia de su pasada grandeza es hoy en día un escaño a abordar puesto que cada una de ellas se aferra fuerte a su identidad y orgullo. Es un obstáculo porque el tejido de la Unión será difícil si únicamente organizan sus lazos económicos, la moneda o el flujo de producción, variables que en el presente mundo cambiante serán las primeras en mostrar fragilidad.

El segundo paso de la Unión consistiría en un cambio de mentalidad tanto hacia dentro del continente como hacia afuera. El reto de Europa no tiene que ver tanto con enderezar su tablero económico como con conseguir de todos sus habitantes la visión de ser todos uno como uno es el terreno que comparten. En tanto las diferenciaciones se mantengan la Unión será débil. Más que una economía fuerte, Europa – rodeada de poderes presentes y emergentes – necesita una mente Europea, todos perteneciendo y participando en la misma tarea, la misma dirección. El segundo paso de la Unión Europea también tiene que ver con una nueva visión de su entorno. El futuro del continente no reside en su habilidad para conducir el juego financiero cuyas reglas ya están cambiando, sino en la capacidad de utilizar su amor por el conocimiento, su notable determinación, creatividad, talento para la invención y comprensión para construir su entorno. Contrario a lo que sucedió en su pasado cuando otras tierras alimentaron las suyas, el camino hacia adelante depende ahora de la prosperidad de sus vecinos y de la creación de una población Europea comprometida y capaz de enfrentar tiempos difíciles. De la misma forma en que el orgullo o la arrogancia no les servirá, una mente abierta y brillante los llevará lejos. Solo una mente Europea fuerte podrá construir una Unión igualmente sólida capaz de pasar la prueba del tiempo. La prueba ya está aquí.
