La larga discusión entre Chile y Bolivia por un corredor fronterizo con salida al mar, tiene la oportunidad única de dejar de ser un eterno conflicto para convertirse en cabecera de playa de una visión Latinoaméricana que impactaría con fuerza de tsunami el futuro del Continente. 

 

El continente, como un todo, tiene acceso por el Atlántico a la Union Europea, África y el Medio Oriente, y por el Pacífico a toda la región Asiática. Imposible una mejor ubicación geográfica. En ambas partes a las que tiene acceso la tendencia actual es la cooperación entre vecinos, la creación de una Región. La Unión Europea con todos los obstáculos y dificultades que implican la diferencia de lenguas y culturas sumado a los cambios estructurales mundiales, está sacando adelante el proyecto de una zona que unida es más poderosa que dividida. Del otro lado, las rutas de la seda y la alianza pacífica está conectándo al continente asiático convirtiéndolo en una entidad articulada de apoyo mutuo entre las naciones de la región y con otros continentes.  En este mismo continente Americano, el norte es una conjunción de cincuenta subculturas de funcionamiento individual hasta que el límite establecido por el interés de los cincuenta, como un todo, se impone. Pueden diferir en aspectos de la vida social pero son uno como economía y como presencia en el mundo y eso los hace poderosos. El hecho es que las presiones que impone el calentamiento global cuyo impacto será grande en America Latina, sumado a la re-estructuración mundial en curso, obliga a un trabajo en equipo por regiones bajo el enunciado elemental de que juntos tienen más posibilidades. 

 

Y juntos significa un concepto en que se privilegie el conjunto como meta al tiempo que se estimulan las individualidades que lo alimentan. Para transportar cualquier producto de este a oeste en los Estados Unidos, por ejemplo, el dueño del transporte no necesita títulos de propiedad de los estados que cruza. El dueño del transporte y los estados entienden el dinamismo que inyecta a la economía del conjunto cada trayecto del camión. La Unión Europea unificó la moneda para derribar el muro del lenguaje monetario. Las rutas de la seda y la alianza pacífica están desarrollando reglas del juego que involucren a todos para beneficio mutuo. El mundo encontró la forma para crecer a sus gentes y plantarse firmes en el concierto de Regiones. A diferencia de otras regiones, América Latina ya está unida por su lengua y su procedencia cultural. Divididos son más vulnerables a manipulación, intervención y corrupción. Una Latinoamérica fragmentada defendiendo intereses de esta o aquella esquina hace un continente debil. Las organizaciones multilaterales que han creado a lo largo de los años - más de cien... - y litigios como el de Chile-Bolivia obligan una gigantesca cantidad de dinero, esfuerzos, tiempo, personas para dar pasos pequeños y aislados. Si ese mismo dinero, esfuerzos, tiempo, personas  se invirtiera en la ingeniería de un proyecto vinculante que al funcionar articulados diera acceso al Pacífico a Argentina, Brasil, Paraguay, Uruguay, Venezuela, Guyana y las islas del Caribe; al Atlantico a Chile y Perú y, he aquí la ironía, a ambos océanos a Bolivia. Todos los demás países ya lo tienen Canadá, los Estados Unidos, México, Colombia, Centro América. Un proyecto que al igual que en la UE, Asia o los Estados Unidos potencialice el talento y recursos individuales para dar al mundo un frente único y sólido. Chile tiene una larga historia de resitencia, determinación y encuentro de salidas, Bolivia aporta al continente la aún no bien reconocida sabiduría de los ancestros del continente. Si ponen de lado el aspecto político y VEN el Continente, este litigio se convertiría en la posibilidad de dar el paso del Milenio para América Latina al crear una cabecera de playa, un piloto práctico y visible de una cooperación integrada que se alimente de los talentos individuales traducidos a la noción de Continente, un continente geográficamente privilegiado como ningun otro, abundante en recursos como pocos, y enfrentando el surgimiento de una nueva era en la que tiene TODAS las posibilidades de surgir unido, grande y exitoso. Utópico? Imposible? Muy Difícil? Cuando Bolivar y San Martín iniciaron la campaña libertadora tuvieron que enfrentar el cruce - a pie, en mula y a caballo - de la Cordillera de los Andes, si, la cordillera de los Andes. CHILE - BOLIVIA: A STEP FOR THE MILLENNIUM

 

This long lasting discussion between Chile and Bolivia around a corridor in their frontiers with access to the sea is, in fact, a golden unique opportunity to let that old conflict become a corner stone of a Latin American vision that would impact with the strength of a tsunami the future of the continent. 

 

The continent, as a whole, has access by the Atlantic to the European Union, Africa and the Middle East; and by the Pacific to the entire Asiatic region. Impossible to think of a more privileged geographic position. In both parts they have access to, cooperation among neighbors is the present tendency, the building of a Region. The European Union, despite obstacles and difficulties preesent in different languages and cultures, are pulling through the project of a region that is much more powerful united than divided. At the other side, the silk routes and the Pacific Allianz are connecting the Asiatic continent making it an articulated entity of mutual support between nations and with other continents. In this very Continent, America, the north is the conjunction of fifty sub-cultures of individual functioning until the limit established by the common interests of the fifty as a whole imposes. They may differ in some aspects of their social life but they are one as an economy and as their face to the world, which is what make them powerful. The fact is that global warming pressures that will impact hard Latin America added to a world shifting already on course, obliges team work by regions under the simple thought that united they will find many more opportunities. 

 

And united implies a concept that privileges the whole as an aim while stimulating the individual talents that feed it. To move any product from east to west in America, for instance, the owner of the transport does not need to have property titles of the states it has to go through. The owner of the transport and the states understand the dynamism injected to the economy of the whole every time the truck makes its way through. The EU unified the currency in order to pull down monetary language walls. Silk routes and the Pacific Allianz are developing a map that involves all nations of the region for the benefit of all nations of the region. Latin America is already ONE by language and culture. Divided they are much more vulnerable to manipulation, intervention and corruption. A fragmented Latin America pushing individually for these or those interests in every corner makes a week continent. The multilateral organizations they have created - more than 100... - and conflicts like this of Chile-Bolivia, implies spending a huge amount of money, efforts, time, people to take small and isolated steps. Should that same money, efforts, time and people be invested in engineering a binding project that by functioning in an articulated way would give access to the Pacific Ocean to Argentina, Brazil, Uruguay, Paraguay, Venezuela, Guyana and the Caribbean islands; access to the Atlantic sea to Chile, Ecuador and Peru, and... here’s the irony, access to both oceans to Bolivia. All other countries do have that access, Canada, the US, México, Colombia and Central America.  The engineering of a project that as the EU, the United States, and Asia reinforces individual talents and resources in order to build for the world a unique and solid front. Chile has a long history of resistance, determination and solutions; Bolivia contributes to the continent the still not enough recognized wisdom of the continent ancestors. Should they put aside political differences and SEE the continent, this conflict could become the step of the Millennium for Latin America when they build a corner stone, a practical visible pilot of cooperation fed by individual contributions translated into the notion of a Continent, a continent geographically privileged as no other, abundant in resources as few, facing the dawn of a new era where they have ALL possibilities of surfacing united, big and successful. Utopia? Impossible? Too difficult? When Bolivar and San Martin initiated the Independence campaign they faced the crossing - on foot, on mules and on horses - of the Andes Cordillera, yes, the Cordillera de los Andes.
